Report a Neglected Horse

While it may be difficult, it is important for us to look out for animals in need. If you see a horse that you believe is suffering from neglect or abuse, please contact your local animal control. Once animal control determines if it is necessary to remove the horse from its current home, they may contact us or another rescue to get involved.

By law, Freedom Hill Horse Rescue may not intervene until Animal Control allows us to do so. Please allow time for the Animal Control officers to conduct their investigation.

Please consider the following when reporting a horse to your local animal control:

  1. Location of the horse(s)

  2. Descriptions of the horse(s)

  3. Condition of the horse(s) (skinny, matted fur, overgrown hooves, etc.)

  4. Is there adequate food or shelter?

  5. Have you witnessed abuse or neglect?

Other animal controls can be found by searching on for your county and "animal control" online.
